In response, the Yeosu City Government implemented various traffic management measures in advance, including designating a 1.8-kilometer access road as one-way, adjusting traffic lights at intersections, adding temporary parking lots, and providing real-time traffic updates. However, actual traffic volumes showed no significant difference from a regular weekend. While the absence of the anticipated gridlock is a relief, observers note that this phenomenon inadvertently highlights the awkward reality of insufficient visitor turnout.
On-site visitor feedback has been highly polarized. While some praised the nighttime waterscape and the media façade displays, many more expressed disappointment with the exhibition content and interactive experiences. Ms. Ji, a 55-year-old visitor who attended on the opening day, remarked, "There are far fewer people than I expected; at least parking is a breeze." However, she also noted she has no plans to return. This stands in stark contrast to the 2023 Suncheon Bay International Garden Expo in a neighboring city, which attracted nearly 10 million visitors and became one of South Korea's most popular tourist destinations thanks to its exceptionally high revisit rate. Furthermore, the steep general admission price of 15,000 KRW for adults has exacerbated visitor dissatisfaction, prompting many to share online tips recommending the 4,000 KRW evening tickets for better value.
Beyond the controversies over venues and ticketing, the scheduling of the opening ceremony has also come under intense public scrutiny. On the evening of September 5, the Organizing Committee held a grand opening ceremony on the outdoor stage at the main venue in Geumseodong, Dolsan-eup. The event was divided into four segments: a pre-show performance, the official ceremony, a thematic performance and ritual, and a celebratory concert. The main issue centered on the speeches during the official ceremony. Originally scheduled to conclude by 7:40 p.m., the proceedings dragged on until nearly 8:00 p.m., causing some audience members to leave early. The practice of reading out the names of attending politicians and VIPs one by one further fueled public frustration. An official from the Organizing Committee explained that this was done "out of respect and consideration for guests who traveled from afar," adding that the Mayor of Yeosu had voluntarily waived his own speaking slot. However, critics point out that this arrangement runs counter to the "citizen-centric" philosophy the Committee repeatedly emphasized during the preparatory phase. Reportedly, the Co-Chair of the Organizing Committee had explicitly requested more seating for citizens rather than a VIP section during a venue inspection and called for shorter speeches and VIP introductions. Ultimately, an opening ceremony billed as citizen-centric ended up being dominated by political protocol.
As an international event with a total investment of 71.3 billion KRW, the Expo's lackluster content and protocol controversies in its early days have sparked deep public concern, with some commentators warning it could repeat the mismanagement seen in the previous World Scout Jamboree. Observers emphasize that reversing the slump in visitor numbers during the remainder of the Expo hinges on strengthening core on-site content rather than relying solely on marketing. Yeosu's charming nightscape and ocean views alone are insufficient to drive repeat visits.
