NDRC and Ministry of Commerce Release the 15th Five-Year Plan for Expanding Consumption

Officials from the National Development and Reform Commission (NDRC) and the Ministry of Commerce addressed press questions regarding the 15th Five-Year Plan for Expanding Consumption. The plan centers on raising the household consumption rate, deploying 28 key tasks, and sets a target of approximately 60 trillion yuan in total retail sales of consumer goods by 2030.

The plan encompasses systematic deployments across multiple dimensions, including increasing household income, optimizing the consumption environment, fostering new consumption formats, and boosting service consumption. In terms of income growth, it emphasizes improving the income distribution system and expanding the middle-income group. Regarding consumption environment optimization, it proposes strengthening consumer rights protection and improving quality standards.

Notably, the plan specifically calls for vigorous development of digital consumption, green consumption, and smart consumption, promoting deep integration of online and offline markets. It also covers key service consumption areas such as cultural tourism, health, elderly care, and education.

Analysts note that the release of this plan will provide strong policy support for the sustained recovery of the consumer market and is expected to accelerate China's economic transition toward a consumption-driven growth model.
